The refinery shareholding structure was 60 percent owned by the private developer Agec, while Uganda holds 40 percent, which is to be floated amongst its EAC partner states. Uganda discovered commercially viable hydrocarbon deposits in 2006 in the Albertine region. The current reserves of the crude oil are estimated to be about 6.5 billion barrels.

Kenya agrees on a 2.5 per cent stake in the planned Uganda oil refinery. Kenya has agreed to acquire 2.5 per cent of the upcoming Uganda oil refinery, in a deal estimated to cost the exchequer US$ 61m. Between March and September, however, the price of oil products in Uganda has virtually doubled from $1 to $1.9 per litre, while diesel fuel oil has risen from $0.86 to $1.8 per litre.
